A dog never barks for no reason.

Your dog is barking because he must live in 20m ² with 5 cats and 2 humans.

2 solutions, which can be complementary:
Obviously, your situation is difficult and precarious and your dog feels a “lack” in the pack. It may be that your dog has taken the place of dominant and not necessarily of rule in his little domain. (He wants your mother to stay close to him, he controls and manages the movement of each: prerogative of the dominant).
Your dog eats there after you? Where does he sleep? Give in to his whims? Does it have a place of rest that is NOT a place to control the passage?

In addition, a dog needs space, many outputs, but also quiet. If he has nowhere to escape and relax, not be “bothered” by cats, he is constantly on the alert, nervous and always barks at the slightest suspicious sound because he lives in a form of permanent anxiety.
You should consult your vet who can possibly help treat the anxiety that affects your dog and the whole family.
It can give you advice or qq behavioral medicine to help your dog relax. (Not necessarily the drugs that stultifying, do not worry!)

The shock collar, in your case is – in my opinion – a VERY bad idea. Your dog is already enough anxiety like that, needless to add with electric shocks to which he can not escape and which may increase his anxiety. Eventually it will find a way to express his discomfort and this may include new initiatives aggression (especially if it is already a bit dominant). Be vigilant!

Finally, I would say that unfortunately, the best solution is to have fewer animals crammed into so little space, which does not make it happy. I do not doubt that you do your best but he will think about it …
